RCIP Explained

The Rural and Northern Immigration Pilot (RNIP), informally referred to as the Rural Community Immigration Pathway (RCIP), is a Canadian permanent residence program designed to bring skilled workers to smaller communities facing labor shortages. It supports regional economic development by allowing these communities to recommend applicants who meet local needs.

The program is community-driven, meaning each participating region sets its own requirements and selection priorities based on its labor market.


Eligibility Criteria
  • 1 year of continuous work experience in the past 3 years (or graduation from a post-secondary institution in the community)
  • Language proficiency (CLB 4–6 depending on job type)
  • Canadian secondary school diploma or equivalent
  • Proof of funds (unless already working legally in Canada)
  • Intent to reside in the recommending community

Eligibility requirements vary slightly between communities and are in addition to federal standards.

  • Sudbury, Ontario
  • Timmins, Ontario
  • Sault Ste. Marie, Ontario
  • Thunder Bay, Ontario
  • Brandon, Manitoba
  • Altona/Rhineland, Manitoba
  • Moose Jaw, Saskatchewan
  • Vernon, British Columbia
  • West Kootenay, British Columbia
  • Claresholm, Alberta

Each community has a designated website that lists local job opportunities and outlines their own process for endorsement.


Job Offer Requirements

To apply through RCIP, you must secure a job offer that:

  • Is full-time and non-seasonal
  • Is permanent (not contract-based)
  • Meets the prevailing wage for the occupation in that region
  • Is from an employer within a participating community

The job offer must match the National Occupational Classification (NOC) level that aligns with your work experience or education.


Application Process
  1. Find a qualifying job in a participating community
  2. Apply directly to the community for a recommendation
  3. Receive a Community Recommendation Letter
  4. Submit a permanent residence application to IRCC along with the recommendation
  5. Receive confirmation of permanent residence and plan your move

Processing times vary but are generally faster than other economic immigration programs if all documents are complete and accurate.

  • Target communities with labor shortages in your occupation
  • Tailor your resume and cover letter to rural employer needs
  • Reach out to local chambers of commerce and employment hubs
  • Demonstrate a strong intention to reside long-term in the community
  • Be proactive with document collection (police clearance, medicals, etc.)

RCIP is ideal for candidates who are flexible, community-minded, and interested in settling outside of Canada’s major cities.
