What Are Category-Based Draws?

Category-based selection is a targeted approach within the Express Entry system that allows Immigration, Refugees and Citizenship Canada (IRCC) to issue Invitations to Apply (ITAs) to candidates who have specific skills, work experience, or language abilities that align with Canada's economic priorities and labour market needs.

Instead of inviting candidates based solely on their Comprehensive Ranking System (CRS) score, these draws focus on specific attributes, giving a better chance to those who might not have the highest CRS score but possess in-demand qualifications.

These categories are reviewed annually and may change based on Canada's evolving economic needs.

How Candidates Are Selected

To be invited in a category-based draw, you must meet two levels of criteria. Think of it as a three-step process:

  1. Meet Foundational Express Entry Eligibility
    You must first be eligible for at least one of the main Express Entry programs (FSWP, CEC, or FSTP).
  2. Qualify for a Specific Category
    You must meet the specific requirements for a targeted category, which often means having at least 6 months of continuous work experience in a listed occupation within the last 3 years.
  3. Receive an ITA Based on Ranking
    IRCC invites the top-ranking candidates within that specific category to apply for permanent residence based on their CRS score.

Why Category-Based Selection Matters

This approach offers significant advantages for both Canada and prospective immigrants:

  • For Canada: It allows the government to be more responsive to labour market shortages and to fill critical jobs quickly, supporting economic growth across the country.
  • For Candidates: It provides a clear pathway to permanent residence for individuals with specific, in-demand skills, even if their CRS score isn't high enough for general draws. If your profession is on the list, your chances of receiving an ITA are much higher.
